Russian President Vladimir Putin has proposed a plan for Ukraine that includes the possibility of establishing a “temporary administration” as part of a peace process. This suggestion came during a speech in Murmansk, a northern port city in Russia, where Putin addressed servicemen and outlined several ideas aimed at ending the ongoing conflict, which began in February 2022.
According to Russian state media, TASS, Putin’s plan involves new elections in Ukraine and the signing of important agreements once the country is placed under international administration. He stated that this administration could be established with the help of the United Nations, the United States, European nations, and Russia’s allies, including North Korea.
Putin emphasized the need for a government in Ukraine that would be trusted by its people. He believes that this new administration would facilitate democratic elections and enable discussions about a peace treaty. The Russian leader expressed his preference for resolving issues through peaceful means, while also addressing the root causes of the conflict.
In his remarks, Putin highlighted the importance of involving a broader range of countries in the peace talks, mentioning not only the U.S. but also nations like China, India, Brazil, South Africa, and North Korea. He noted that North Korea has already sent troops to support Russian forces in Ukraine, adding that their involvement could be beneficial.
Putin also expressed a willingness to work with European nations, despite criticizing their inconsistent actions. He remarked on the need for caution in trusting partners, indicating a complex relationship with the West.
These comments come after separate negotiations in Riyadh, Saudi Arabia, where Russian, Ukrainian, and U.S. officials met to discuss a temporary ceasefire. The U.S. reported that both Kyiv and Moscow agreed to halt military strikes on vessels in the Black Sea. However, tensions remain high, with both sides accusing each other of not adhering to the peace talks. Ukraine recently accused Russia of launching drone attacks, while Russia claimed Ukraine violated agreements by attacking facilities in occupied territories.
As the situation continues to develop, a second round of talks in Riyadh is scheduled for mid-April, where further discussions on the peace process will take place.
