Despite numerous complaints to the police, officers were limited in their response because the man’s speech is protected under the First Amendment, and no victims had come forward to file formal complaints.
On Thursday, Hermosa Beach police announced a temporary solution to this troubling situation. The man was placed on a mental health hold, which could keep him off the streets for at least 48 hours. This decision was made after he was seen live-streaming from the Hermosa Beach Pier Plaza and nearby areas, using vulgar language and innuendos that upset many passersby.
Police Chief Paul LeBaron stated that the content of the man’s videos was not only offensive but also aimed at provoking reactions from the public. Officers received multiple calls about his behavior, especially on Wednesday when he was live-streaming around 1:45 p.m. Although officers responded, the man had already left the area, and no one identified themselves as a victim.
The police chief emphasized the difficulty of taking action against the man, noting that while his speech may be vulgar, it does not constitute a crime without a victim stepping forward. The police have been in contact with the man in the past, and he has also been reported in neighboring communities like Redondo Beach and Manhattan Beach for similar disturbances.
After an encounter with the Redondo Beach police earlier that morning, the man was taken to a hospital for a mental health evaluation. Mental health holds can be extended based on individual circumstances, which may allow for further intervention if necessary.
Police are urging anyone who feels they have been targeted by this man to come forward. They want to avoid a situation where community members feel compelled to take matters into their own hands, which could lead to further complications.
