Newsom Advocates for Homeowners in Fire Zones to Receive Interest on Insurance Payouts

As Los Angeles grapples with the aftermath of the devastating Palisades and Eaton fires, Governor Gavin Newsom has announced plans to introduce a bill aimed at providing financial relief to homeowners affected by these disasters. The proposed legislation will ensure that homeowners, rather than lenders, receive the interest accrued on insurance payouts designated for rebuilding or repairing their properties.

In a statement, Newsom emphasized the importance of supporting homeowners during their recovery process. “Homeowners rebuilding after a disaster need all the support they can get, including the interest earned on their insurance funds,” he said. This initiative comes in response to the significant financial burdens that homeowners face after losing their properties to wildfires.

The bill, which will be authored by Assemblymember John Harabedian, a Democrat from Pasadena, is expected to be introduced by the end of the month. It seeks to address a gap in California law that currently requires lenders to pay homeowners interest on escrowed funds for property taxes and insurance, but does not extend this requirement to insurance payouts held in escrow during the rebuilding phase.

Proponents of the bill argue that the interest on these insurance payouts can accumulate to substantial amounts while homeowners await the necessary funds to begin reconstruction. For instance, with typical interest rates around 2% annually, a $1 million insurance payout could generate approximately $20,000 in interest over a year.

The introduction of this bill follows a series of wildfires that have scorched thousands of acres in Los Angeles County, prompting urgent calls for assistance and relief measures for affected residents. Despite voluntary agreements reached by Newsom with various lenders, the state is moving forward with this legislative effort to ensure that homeowners receive the full benefit of their insurance payouts.

As the state continues to respond to the needs of its residents in the wake of these fires, the proposed legislation represents a critical step toward alleviating some of the financial strain on those who have lost their homes. The bill’s progress will be closely monitored as it moves through the legislative process, reflecting the ongoing commitment to support wildfire victims in California.
