Former CHP Captain Accused of Inappropriately Touching Flight Attendant and Exposing Himself During Flight, Prosecutors Allege

A former California Highway Patrol captain is facing serious charges after allegedly sexually abusing a flight attendant on a JetBlue flight. Dennis Wally Woodbury, 49, was traveling from Florida to Los Angeles on April 13 when the incidents took place. Prosecutors say he consumed a bottle of prosecco during the flight and made inappropriate advances toward two male flight attendants.

According to the criminal complaint, Woodbury first showed one flight attendant a pornographic image while claiming it was a picture of a dog. He reportedly laughed when the attendant reacted in shock. Later, he slapped another flight attendant’s buttocks and shouted, "I love you." The complaint also details that Woodbury exposed himself to one of the attendants twice during the flight.

Woodbury is charged with a felony count of abusive sexual contact, which falls under U.S. federal law. If convicted, he could face up to two years in prison. His attorney did not comment on the case, and it is unclear when Woodbury left the CHP. The U.S. attorney’s office noted that he has been dismissed from state service.

The flight incident highlights ongoing concerns about safety and behavior on airplanes. With alcohol often flowing freely in airline lounges and on flights, incidents of unruly behavior have been on the rise. This case serves as a reminder that such actions can have serious legal consequences, particularly when they cross the line into sexual misconduct.

As the investigation continues, Woodbury remains out on bond and has not publicly addressed the allegations against him.
