An Anaheim man has been charged with multiple felonies, including rape and elder abuse, after allegedly assaulting a 93-year-old woman in his care. Phuong Hoang Khong, 69, is accused of committing the heinous act on January 6 while the woman, who is nonverbal, bedridden, and suffers from dementia, was in a medical bed.
According to the Orange County district attorney’s office, Khong was responsible for the woman’s care three times a week when the alleged assault took place. Prosecutors allege that he covered her eyes with a medical mask, removed her diaper, and tightened the medical restraints around her wrists before the attack. These actions highlight the vulnerability of the victim, who was unable to cry out for help.
Khong turned himself in to the Orange Police Department on February 3, following threats from the woman’s family to report him to authorities. If convicted on all charges, he faces a potential prison sentence of 75 years to life, plus an additional four years for elder abuse.
Orange County District Attorney Todd Spitzer condemned the alleged actions, stating that Khong targeted a victim who was incapable of defending herself or seeking assistance. The case has drawn attention to the issue of elder abuse and the importance of safeguarding those who are most vulnerable in society.
