Starmer made this statement during a virtual meeting with around 30 global leaders, including prominent figures like French President Emmanuel Macron and Ukrainian President Volodymyr Zelenskyy. The meeting aimed to discuss support for Ukraine and the possibility of a peacekeeping mission.
Starmer criticized the Kremlin for its indecisiveness regarding a ceasefire proposal put forth by U.S. President Donald Trump. He pointed out that Russia’s ongoing attacks on Ukraine contradict its claims of wanting peace. “The ball is now in Russia’s court,” Starmer said, emphasizing that Putin must demonstrate his commitment to peace by agreeing to a ceasefire on equal terms.
The leaders in attendance expressed a unified stance, reaffirming their dedication to Ukraine’s long-term security. They agreed that Ukraine must be capable of defending itself against further Russian aggression. Starmer highlighted the need for robust security arrangements, stating that military planners would meet again in the U.K. to develop practical plans for Ukraine’s future security.

The U.K. and France are working together to encourage other nations to contribute troops and resources to support a European military force aimed at reassuring Ukraine and deterring future attacks from Russia.
During the meeting, Zelenskyy advocated for strengthened sanctions against Russia to pressure it into accepting an unconditional ceasefire. He stated that a 30-day ceasefire without violence could create an opportunity for meaningful negotiations toward a lasting peace. Macron supported this view, noting that Russia does not appear to genuinely seek peace and is intensifying its military efforts before entering negotiations.
