California Attorney General Rob Bonta, along with a coalition of over 20 states, has taken legal action against the Trump administration, seeking to compel the release of billions of dollars in federal funds that have been frozen. This coalition filed two motions in federal court, arguing that the administration has disregarded a previous court order requiring the unfreezing of these funds, which are critical to various state programs.
Bonta described the freeze as “illegal and un-American,” asserting that it demonstrates a blatant disregard for the rule of law by the president. During a press conference, he expressed concern over the chaos and harm caused by the administration’s actions, stating, “By not complying with the court order, by attempting to usurp Congress’ constitutional responsibility to hold the purse strings, the president is spitting in the face of our democracy.”
The legal motions come in response to a memo issued by Trump’s Office of Management and Budget on January 27, which aimed to halt funding for numerous federal programs while the administration reviewed which align with its political agenda. This move was met with immediate backlash from congressional Democrats and state leaders, who warned of disruptions to essential services, including Medicaid.
Despite the White House rescinding the memo shortly thereafter, the administration has maintained that the funding restrictions have not been as extensive as claimed by state officials. They argue that the administration is acting within its legal authority to direct federal spending.

Bonta emphasized the importance of complying with judicial orders, stating, “In our country, when a court of law orders you to do something, you must obey no matter who you are, including, yes, the president.” He expressed confidence that the states would prevail in their efforts to restore the flow of funds, which he believes are essential for the welfare of the American people.
