Agencies affected include the Departments of State, Defense, Veterans Affairs, Energy, Health and Human Services, Treasury, Justice, and Commerce, as well as parts of Homeland Security that deal with border security.

The administration argues that the need to end collective bargaining stems from the critical roles these agencies play in safeguarding national security. The White House stated that this action will help ensure these agencies can operate efficiently and without unnecessary delays.

The order comes amid claims that some federal unions have actively opposed Trump’s policies, with the largest union reportedly stating it is "fighting back" against his administration. The Department of Veterans Affairs, for instance, has faced numerous grievances filed by its unions since Trump took office, averaging more than one grievance per day.

While this order applies to federal agencies, it does not affect police and firefighters, who will still have the right to collectively bargain. The White House has made it clear that Trump supports unions that work cooperatively with his administration but will not accept actions that hinder his ability to manage crucial national security operations.
