Previously, the only requirement for speeding up the permitting process was for homeowners to keep their new structures within 10% of the size of their original homes. This new initiative marks a significant shift in the rebuilding strategy.

However, this movement has faced some pushback, as seen in Berkeley, which recently repealed its ban on natural gas in new homes after community resistance.
